Access13 of Prescott is the Prescott area's own local PEG Channel (Public - Education - Government) Our channel is exclusively available on Channel 13 for Cable One subscribers.

We are here to provide you with local government programming, as well as the equipment and training to make programs for cable television. We also accept pre-produced, non-copyrighted material from community members. Please see our terms and conditions of cablecasting on this site to make sure your program meets the criteria.

PCAC Inc (Prescott Community Access Channel Incorporated) is a 501(c)(3) non-profit who contracts with The City of Prescott to provide coverage of City of Prescott government meetings, forums and other local events, as well as provide the public with the resources to produce non-commercial television programs. Our funding comes from a percentage of the cable franchise fee, memberships, video bulletin board, underwriting and donations from viewers like you. Access13 airs public, educational, and government programming in the Prescott cable franchise area.

Within the last year, PCAC Inc contracted with the Town of Prescott Valley to provide this service for its public. Access13 of Prescott Valley can be found on Channel 13 ( Cable One subscribers) if you are located in Prescott Valley or Dewey-Humboldt. Access13 of Prescott Valley members can enjoy the same benefits of checking out equipment, scheduling facilites and enrolling in our video production workshops. This is different from the PEG model in Prescott and we do not produce or air any Prescott Valley related government programming on this channel. If you are looking for Prescott Valley Government programming, you can find it on Channel 15 (Cable One subscribers) if you reside in Prescott Valley. Dick Cooper, Board Chair

Dick Cooper moved to Prescott in 1992 after retirement from the Dupont Co. He is a former member of the Prescott City Council and has served on many Boards and organizations including the United Way, Northern Arizona Council of Governments, Chamber of Commerce Economic Development Committee, Affordable Housing Coalition and many others. In addition he is currently serving on the Board of Directors for the Rowle Simmons Adult Center of Prescott.

Roger D. Zeigler, Vice Chair

Roger Zeigler spent 45 Years in the field of engineering, working in mechanical, architectural, structural, and automotive design structures. He starting with Ford Motor Company in 1968 and says one of the most creative and fulfilling parts of his job was, “helping create dream cars that started as lumps of clay in the design studios, that came to life as the exotic muscle car, racer Cobra Mustang, and other concept cars, making their appearance during the yearly auto shows, and most not making the dealer showrooms.” After retiring in 2000 he and his wife Nancy fulfilled their dream of moving west and came to Prescott. Soon after becoming a member producer of Access13 he decided to apply for a board position and donate his time and skills to help improve public access television for the citizens of the quad-city area, and to give voice to progressive activists and others in the community.

John L. Baudek, Treasurer

John L. Baudek is a graduate of the University of Colorado with a Masters Degree in Public Administration. After graduation he had a 35 year career in city government of which 32 year were as a City Manager in six cities. While employed for the various cities his responsibilities included overseeing the Cable Television Contract negotiations, and management of contracts. He continues to use those skills working as a volunteer board member at Access13. John has served on numerous professional associations, and was elected to hold the office of Chairman on most. Over the years he has had been a part of many charitable organizations including five Rotary Clubs, two Kiwanis Clubs, four Chamber of Commerce Boards, and three homeowners association boards. He held committee or officer positions in all of these organizations. He believes that Access 13 is “an important element our community’s education and information process, and I believe my experience can be well used in helping Public Access television for the resident of the Prescott Area.”

Paul Katan, Secretary

Paul Katan has been a program-producing member of Access13 since 2002. Currently he is the Program Coordinator for Prescott Alternative Transportation’s local “Safe Routes to Schools.” In addition to promoting the benefits of walking and cycling through his work, Paul volunteers for other projects that support Prescott’s quality of life. He volunteers as the Board President of the Prescott Farmers Market and on the Prescott Vision 2050 Transportation and Natural Area Preservation study groups. As a local Bio-diesel expert, Paul volunteers to educate and help organize community members to establish local bio-diesel production.

Robert T. Ho Chee

Robert T. Ho Chee grew up in American Samoa and graduated with a B.S. in Economics/Finance from Carroll College in Helena, Montana. Robert joined the Federal Bank of Minneapolis after college and moved to Hawaii to work for the Bank of Hawaii. During his 20 years with the Bank of Hawaii, he traveled and worked in Samoa, Tonga and Fiji. He moved to Prescott in 2004 and currently works as a commercial banker with the National Bank of Arizona. He is a member of the Kiwanis Club of Prescott where he currently serves as its Scholarship Committee Chairman and the local Junior Achievement Coordinator. On the urging of the Kiwanis Club, Robert joined PCAC as a board member. He states, “We have a dynamic group of directors and staffers at Access13. The team members have various backgrounds and interests which promote different ideas on how to make Access 13 work for the community. I am very pleased to be a member of Access 13 and look forward to a successful service to our community.”

Richard Shugrue

Richard Shugrue served as Professor of Law at Creighton University in Omaha where his specialty was American Constitutional Law. He was a member of the Nebraska Bar Association and was elected chair of its House of Delegates.

Shugrue was a member of the board of the American Judicature Society and was elected to the board of the Nebraska Bar Foundation. He also served on the Literacy Council of the Midlands' Board, the Omaha Human Relations Council and as president of the Nebraska Association for Mental Health.

For 41 years he resented Continuing Legal Education programs and was a consultant to two major medical services organizations on "Avoiding Medical Malpractive." He wrote, produced and was the presenter in a series of Television Biographies of Judgets over a period of 20 years. He continues to write a weekly column for Omaha's daily legal newspaper. That work is now in it's thirtieth year.

He has lived in Prescott Valley for three years.

Monika Bishop

Executive Director, Station Manager

Monika Bishop moved to Prescott in 1991 from Baytown, TX. In 2000, while attending Yavapai College, she started an internship with PCAC to gain experience in the field of television production. That internship grew into a job as Production and Administrative Assistant.  In 2004 she was promoted to Station Manager, and now serves the organization as Executive Director. Monika has also served on the Board of Directors for the Coalition for Compassion and Justice, League of Women Voters of Central Yavapai County, Prescott Arts and Humanities Council and the United Way Campaign Committee. Monika is also a graduate of Prescott Area Leadership, Best Class XVII and is currently attending ASU for a degree in Nonprofit Management. In her spare time, she enjoys playing Capoeira, basketball, pickleball, music, hiking and board games. Monika has lived in the Prescott area since 1992.


Heather Tucker

Sr. Administrative Assistant, Programming Coordinator

Heather Tucker was born in Garden Grove, California and moved to Redondo Beach when she was six. She lived on a boat at Redondo Beach for almost seven years. Her exposure to marine life and aircraft led her to develop a fascination for both. Heather has many years experience in customer service, as she started answering phones for her mother’s locksmith business at just eight years old! After visiting her grandparents for Thanksgiving in 1989, Heather and her mother decided to relocate to Prescott and arrived for good in January, 1990. Heather has enjoyed living a variety of places in Arizona and Nevada. She currently resides in Prescott with her daughter and their cat, Zipper. She has been with PCAC since 2005, serving as Senior Administrative Assistant since 2007.
